OVERVIEW

In the 2022 election, Question 4 on Maryland ballots was a ‘yes or no’ question asking whether to amend the state constitution to include the legalization of marijuana for non-medical use. The Maryland Cannabis Initiative – Yes on 4 Campaign’s goal was to mobilize voters to support Question 4 in order to pass the ballot measure in the gubernatorial election.

CHALLENGE

The initiative needed to know how popular the amendment was among Maryland voters and how likely they were to vote in favor of Question 4.

SOLUTION

In partnership with Victoria Research and Consulting, we conducted 762 interviews with registered voters. A sample size this large meant there was a 3.7% margin of error and a 95% confidence. We also used this poll as an opportunity to guage support for gubernatorial candidates.

RESULTS

67.2%

With the measure being passed, recreational marijuana will be legal in Maryland starting July 1st, 2023

Polling not only showed that the vast majority of people supported Question 4, but it also revealed that legalization of marijuana was a motivating issue for low and medium motivation voters. Key results from our poll were featured in several public entities such as The Goucher Poll, Maryland Matters and the Washington Post – UMD Poll. 69% of our statewide poll respondents said they would support Question 4, which was incredibly accurate to what the actual vote ended up being with 67.2% supporting the measure. With the measure being passed, recreational marijuana will be legal in Maryland starting July 1st, 2023.
